The Rutgers University (R.U.) Coastal Ocean Observation Lab (COOL), in partnership with two small companies, CODAR Ocean Sensors and Applied Mathematics, Inc, is presently working on the development of over-the-horizon vessel tracking capabilities for homeland defense. R.U. COOL currently operates a High-Frequency Radar network for the New Jersey coast that provides real-time surface current maps used by researchers for scientific studies, the Coast Guard for Search and Rescue, and the NOAA Hazmat Response Center for oil spills. Modification of this existing Radar network to also track vessels at sea is funded by the Office of Naval Research and the DoD Counterdrug Technology Development Office and is being conducted in collaboration with the Coast Guard Research and Development Office.
