Publishing .HTM files

Hangbiao has now set up the dimacs web server so that files uploaded as
.htm or .HTM (instead of .html) will show up as formatted HTML pages in
Netscape, rather than just displaying the codes.

This means that Windows users can now publish .HTM files directly from
disk to dimacs account using the Netscape file upload trick. (Caveat:
your home page must still be named exactly "public_html/index.html", not
"public_html/INDEX.HTM".)
