Isn't plagiarism when you copy SOMEONE ELSE's work and call it your
own? How can it be plagiarism if the work was submitted by the same
work?

I think maybe the teacher making the fuss is feeling that the student
didn't do enough work for the paper for his/her class. In several
schools in our area, it is common for students to write a paper for which
credit is given in two different classes--it becomes an "across the
curriculum" project where the English teacher works with the
composition, grammar, structure, etc. and the other subject teacher
(say science) works on the content.
